UTB/TSC University Plan for Hurricane Preparedness

This plan from the University of Texas at Brownsville and Texas Southmost College (May 2007) caught my eye for a couple of reasons:

1. In doing a Google web search on the term "academic continuity", many of the results were from UTB/TSC courses which have the college's Emergency Academic Continuity Program policy embedded into their syllabus -- apparently it is a course requirement; how common is this -- is this unique?
2. The plan has a detailed section on Academic Continuity (pp. 30-39), which describes what to do at various points before an expected hurricane.
3. It seems to be very specific (hurricane-oriented).
